Patch state includes restarts and recovery

Follow an update into the running system
Downloading an update, installing it, and running the intended updated components are different milestones. Some updates require a restart before their changes become active. Applicability also matters: receiving a package does not establish that it is the required correction for a particular device.
Operational acceptance adds evidence that required work still functions in the intended updated state. An update can be active while a necessary application fails. That combination calls for a managed decision, not a misleading “everything complete” status.
A fictional rollout packet
The owner confirms that Update Q applies to all three devices and requires a restart. Current records say:

Assume the records describe the current devices and the acceptance checks are appropriate for the stated service. They do not cover every third-party application, driver, or unrelated vulnerability.
Close the right milestone
C supports scoped completion. A and B need the missing stages and evidence. Report them separately so downloaded devices do not inflate the completed count. Give pending restarts and compatibility exceptions an owner and a deadline.
Before rollout, agree how to recover required work if compatibility fails. Restoring an earlier approved state may recover availability while also removing the update’s protection. In that case, record the service recovery and keep the correction pending. A recovery plan makes a change manageable; it does not turn the previous version into evidence of successful patching.
